By its very nature the EU procurement legislation is constantly evolving. We need to understand how the courts considered in some details, issues such legal challenge, the extent contracts can be changed and requirements such as the standstill period and cancellation of concluded contracts.
With the implementation of the Defence and security procurement Directive and a review of the Directives, these points have had significant impact on the risk experienced by purchasers and these impacts have not always been reflected in changes in purchasing practice.
